Regolamento Elettorale dell’Associazione dei Genitori della Scuola Europea di Varese (AGSEV)
(Approvato dall’Assemblea Generale del novembre 2018)
ART 1
Tutte le persone (genitori o tutori) con uno o più figli che frequentano la Scuola Europea di Varese possono essere eletti nel Consiglio Direttivo dell’Associazione dei Genitori della Scuola Europea di Varese (AGSEV), a condizione che siano in regola con l’iscrizione all’AGSEV al momento della presentazione della propria candidatura. Nello specifico, essere in regola con l’iscrizione vuol dire aver effettuato sia il pagamento della quota sociale per l’anno scolastico in corso che aver inviato/presentato il modulo relativo compilato e firmato tramite mail a parents.association@agsev.it o personalmente presso l’ufficio AGSEV ad Ispra.
ART 2
Le candidature – presentate sul modulo apposito – vanno spedite esclusivamente alla mail dedicata dell’Ufficio Elettorale e cioè comitatoelettorale@agsev.it entro la scadenza prevista e precedentemente indicata sul sito dell’AGSEV (www.agsev.it) o comunicata tramite mail. Ogni candidato indicherà sul modulo di candidatura la sezione per cui si candida (EN, IT, FB, NB, DE) e la lingua 1 scelta per il/i figlio/figli a scuola.
ART 3
Il Consiglio Direttivo è composto da 20 membri così distribuiti:
– Per ogni sezione linguistica (EN, IT, FB, NB, DE), 2 rappresentanti con la Lingua 1 della sezione di appartenenza
– 5 rappresentanti SWALS (i.e. con una Lingua 1 diversa della sezione di appartenenza)
– 5 membri senza vincoli di sezione/Lingua 1
I membri sono eletti per 2 anni. Per tutti i casi non contemplati, vale quanto previsto dall’art. 16 dello Statuto.
ART 4
Le elezioni hanno luogo ogni anno per circa metà dei membri, ovvero per i posti liberati dai membri che siano arrivati alla fine del proprio mandato per scadenza dello stesso o per altre ragioni, al fine di assicurare continuità al Consiglio Direttivo.
ART 5
L’Ufficio Elettorale è composto da 3 membri nominati dal Consiglio Direttivo uscente che non siano né candidati né membri del Consiglio Direttivo uscente. All’inizio della sua prima riunione, l’Ufficio Elettorale elegge il suo Presidente responsabile della votazione. In caso di necessità, l’Ufficio Elettorale è tenuto a consultare i Probiviri.
ART 6
Quando il numero ed il profilo dei posti vacanti sono tali da potere accogliere tutti i candidati eleggibili, non si procede alla votazione. In questo caso, tutti i candidati risulteranno eletti e, se dovesse essere necessario, l’assegnazione dei posti sarà decisa alla prima riunione del nuovo Consiglio Direttivo.
ART 7
In caso di votazione, la scheda di votazione riporta tutti i candidati suddivisi per sezione di appartenenza. I nomi delle sezioni saranno presentati sulla scheda di votazione in ordine alfabetico, mentre l’ordine dei candidati per ogni sezioni sarà tirato a sorte. Ogni elettore può esprimere al massimo 5 voti, pena l’annullamento del voto, contrassegnando i candidati in modo inequivocabile.
ART 8
L’Ufficio Elettorale fissa la data e l’ora d’inizio delle operazioni di voto, il termine delle quali coincide con ladata e l’orario fissati per l’inizio dell’Assemblea Generale in prima convocazione. Le predette operazioni di voto devono in ogni caso restare aperte per almeno 15 giorni prima della data dell’Assemblea Generale. Le operazioni di voto devono essere concluse entro la scadenza prevista nell’art. 11 dello Statuto.
ART 9
La votazione dei candidati viene effettuata dai soci ordinari in regola con l’iscrizione all’AGSEV per l’anno scolastico in cui si svolge la votazione.
ART 10
Sono eletti in primis i rappresentanti delle 5 sezioni linguistiche (EN, IT, FB, NB, DE) che hanno ottenuto il maggior numero di voti. In caso di assenza di candidati con la Lingua 1 della sezione linguistica di appartenenza, può essere eletto un rappresentante con una Lingua 1 diversa (SWALS), ma appartenente alla sezione stessa.
Vengono poi eletti i rappresentanti SWALS che hanno ottenuto il maggior numero di voti. Nel nuovo Consiglio Direttivo, i 5 rappresentanti SWALS, ove possibile, dovranno essere di Lingue 1 diverse, per garantire che il maggiore numero di lingue siano rappresentate nel Consiglio Direttivo. I rappresentanti senza vincolo di appartenenza sono eletti in base al maggior numero dei voti ottenuti tra i candidati non eletti come rappresentanti delle 5 sezioni linguistiche o SWALS.
In caso di parità di voti tra candidati, viene eletto il candidato con più anni di iscrizione all’AGSEV. Se i candidati sono anche membri dell’AGSEV per lo stesso numero di anni, viene eletto il candidato con più figli che frequentano la Scuola Europea di Varese.
Per tutti i casi non contemplati, vale quanto previsto dall’art. 16 dello statuto dell’AGSEV.
ART 11
I risultati del voto vengono comunicati dall’Ufficio Elettorale alla Presidenza del Consiglio Direttivo durante l’Assemblea Generale, nel relativo punto dell’ordine del giorno.
ART 12
Eventuali reclami vanno presentati tramite mail all’Ufficio Elettorale entro 2 giorni scolastici dalla pubblicazione dei risultati e cioè dalla data dell’Assemblea Generale.
L’Ufficio Elettorale convalida i risultati dopo aver deciso sugli eventuali reclami entro 3 giorni scolastici dalla chiusura delle votazioni.
Electoral Regulations – European School Varese
(As approved by the General Assembly in November 2018)
ART 1
All persons (parents or guardians) with one or more children who attend the European School of Varese may be elected to the Board of Directors of the Parents Association of the European School of Varese (AGSEV), provided that they have a valid AGSEV membership at the time of submitting their candidature. Specifically, having a valid membership means having both paid the membership fee for the current school year and having sent/presented the completed and signed membership form by email to parents.association@agsev.it or in person at the AGSEV office in Ispra.
ART 2
Applications – submitted on the appropriate form – must be sent exclusively to the dedicated mailbox of the Election Committee, i.e. comitatoelettorale@agsev.it by the deadline set and previously indicated on the AGSEV website (www.agsev.it) or communicated by mail. Each candidate will indicate on the application form the section he/she is applying for (EN, IT, FB, NB, DE) and the first language (L1) chosen for his/her child/children at school.
ART 3
The AGSEV Board consists of 20 members distributed as follows:
– For each language section (EN, IT, FB, NB, DE), 2 representatives with the L1 of their child(ren) being that of the section
– 5 SWALS representatives (i.e. with a different L1 then the section to which they belong)
– 5 members without section/L1 constraints
Members are elected for 2 years. For all cases not covered, the provisions of Article 16 of the Statutes apply.
ART 4
In order to ensure continuity of the AGSEV Board, elections are held annually for approximately half of the members, or for posts vacated by members who have reached the end of their term or they left for other reasons.
ART 5
The Election Committee consists of three members appointed by the outgoing AGSEV Board who are neither candidates nor members of the outgoing Board. At the beginning of its first meeting, the Electoral Committee elects its President responsible for voting. If necessary, the Election Committee shall consult the Arbitrators.
ART 6
When the number and profile of vacancies are such that all eligible candidates can be accommodated, no vote shall be taken. In this case, all candidates shall be elected and, if necessary, the allocation of posts shall be decided at the first meeting of the new AGSEV Board.
ART 7
In the event of a ballot, the ballot paper shall list all candidates by section. The names of the sections shall be presented on the ballot paper in alphabetical order, while the order of the candidates for each section shall be drawn by lot. Each voter may cast a maximum of five votes, under penalty of nullification of the vote, by marking the candidates unequivocally.
ART 8
The Election Committee shall set the date and time for the start of the voting operations, the end of which shall coincide with the date and time set for the start of the General Assembly in first call. The aforementioned voting operations must in any case remain open for at least 15 days before the date of the General Assembly. Voting operations must be completed within the deadline set out in Article 11 of the Statute.
ART 9
Voting for candidates shall be carried out by ordinary members in good standing who are members of AGSEV for the school year in which the voting takes place.
ART 10
The representatives of the five language sections (EN, IT, FB, NB, DE) with the most votes are elected first. If there are no candidates with L1 from their language section, a representative with a different L1 (SWALS), but belonging to the same section, may be elected.
The SWALS representatives with the most votes are then elected. In the new AGSEV Board, the five SWALS representatives, where possible, should be from different L1s, to ensure that as many languages as possible are represented on the Board. The unelected representatives are elected according to the highest number of votes obtained among the candidates not elected as representatives of the 5 language sections or SWALS.
In the event of a tie between candidates, the candidate with the most years of AGSEV membership is elected. If the candidates are also members of AGSEV for the same number of years, the candidate with the most children attending the European School of Varese is elected.
For all cases not covered, the provisions of Article 16 of the AGSEV Statute apply.
ART 11
The results of the vote are communicated by the Election Committee to the AGSEV Board during the General Assembly, under the relevant agenda item.
ART 12
Any complaints must be submitted by email to the Election Committee within 2 school days from the publication of the results, i.e. from the date of the General Assembly.
The Election Committee shall validate the results after deciding on any complaints within 3 school days of the close of voting.
