AGSEV opposes SWALS vertical grouping in Primary

[Per l’italiano vedi sotto] As of this school year (2020/2021), our Primary School introduced vertical grouping for tuition of SWALS (Students Without a Language Section) Language 1 (L1) . This directive comes from the Office of the Secretary General (OSG). As the Parents Association, however, we have been strongly opposed to its implementation here for pedagogical, political and financial reasons.

What is Vertical Grouping?

In brief, vertical grouping means that, for SWALS of the same L1, P1 + P2 will be grouped together, as will P3 + P4. For this year alone, P5 received a derogation (permission to be treated as an exception to the rule) and they are not grouped but the order from Brussels is to have P3+P4+P5 grouped together in their L1 as of September 2021.

Who is affected? 

This policy affects the entire SWALS community of the Primary School. These are speakers of Bulgarian, Czech, Croatian, Danish, Finnish, Greek, Hungarian, Lithuanian, Polish, Portuguese, Romanian, Slovakian, Spanish and Swedish. However, the grouping has caused massive timetable disruptions in both the Primary and Secondary, so directly or indirectly it eventually has affected the entire school community of both pupils/families as well as teachers.

Why is the school obliged to make this change?

As we wrote last autumn, according to a decision of the Board of Governors (Document 2019-04-D-13: Revision of the Decisions of the Board of Governors concerning the organisation of studies and courses in the European Schools), compulsory courses like L1 should have a minimum of 7 students or should otherwise be grouped horizontally with other groups/classes in different language sections, or vertically with other consecutive classes/groups in a language section, where timetable and pedagogical constraints so permit. The school is also implementing a second rule to apply vertical grouping even to SWALS courses with more than 7 students. This rule says that two consecutive classes with a total of 25 pupils or fewer, or three consecutive classes with a total of 20 pupils or fewer, shall be grouped. In the past, the school has always requested derogations for SWALS classes with less than 7 pupils but as of last year those requests started to be denied, as Brussels pushed for vertical grouping.

Why does the Parents Association see this as a problem?

European Schools emphasise the fundamental right to education in the child’s own language. So even though SWALS children must join one of the 5 language sections, they are entitled to full education in their native language, at the same high standards as their home country.

SWALS students are already given a reduced amount of L1 instruction (5 periods of 30 min in P1 and P2 instead of 16 periods of 30 min; 5 periods of 45 min in P3, P4 and P5 instead of 9 periods of 45 min), and by grouping children of different levels together, their own-level L1 instruction will be further reduced. There has been no assessment produced to study the educational impact on their transition to the secondary or on the European Baccalaureate results for SWALS considering that L1 has a weight of 30% in the final exams. 

What is more, any destabilising changes will further undermine the educational continuity of the children, which has been already seriously compromised last year with our school’s 4-month full lockdown due to COVID-19. The L1 vertical grouping creates even more ambiguity to an already challenging environment.

Finally, AGSEV disagrees with the interpretation the school administration and the OSG are making of the rules described in 2019-04-D-13.

What actions has the Parents Association taken?

Despite AGSEV’s continuous and systematic efforts to prevent the roll-out of this policy already from last school year (2019-2020), our school direction informed the parent community on the 8th of May 2020 that vertical grouping for SWALS primary would take effect as of September 2020-2021.

AGSEV wrote a strongly-worded letter outlining all our reasoning to the President and Vice-Presidents of the European Parliament, hoping they could help override the Secretary General’s recommendation. Despite European Parliament Vice President Dimitrios Papadimoulis’s keen interest in our issue and his follow-up letters to the relevant European Commissioners that brought our issue to their attention, vertical grouping proceeded all the same.

CALL TO ACTION: UNITING THE SWALS COMMUNITY

With almost 280 SWALS pupils in the entire school (nursery/primary+secondary) which corresponds to 22% of the school community, AGSEV would like to launch a campaign and invite as many SWALS families as possible from both the materna/primary and secondary in an effort to unite our community. We would like to create a horizontal ‘SWALS group’ that will allow direct communication with the parents concerned and ensure a coordinated approach on issues of common interest.  If you have not yet sent your contact details we invite you to:

Once AGSEV receives the contact details of SWALS parents, we plan to organise a meeting with the whole community to directly inform the parents of the actions we have taken so far, of our position regarding the interpretation of the rules described in document 2019-04-D-13, and to discuss and agree possible future actions.

 

AGSEV contra il raggruppamento verticale SWALS alla scuola primaria

A partire da quest’anno scolastico (2020/2021), la nostra scuola primaria ha introdotto il raggruppamento verticale per le lezioni di SWALS (Studenti senza sezione linguistica) Lingua 1 (L1). Questa direttiva proviene dall’Ufficio del Segretario Generale (OSG). Come Associazione dei genitori, tuttavia, ci siamo fortemente opposti alla sua implementazione nella nostra scuola per motivi pedagogici, politici e finanziari.

Cos’è il Raggruppamento Verticale?

In breve, il raggruppamento verticale significa che, per gli SWALS della stessa L1, P1 + P2 saranno raggruppati, così come P3 + P4. Solo per quest’anno, P5 ha ricevuto una deroga e non sono raggruppati, ma l’ordine da Bruxelles è di raggruppare P3+P4+P5 nella loro L1 a partire da settembre 2021.

Chi è interessato?

Questa politica riguarda l’intera comunità SWALS della scuola elementare. Si tratta di persone che parlano bulgaro, ceco, croato, danese, finlandese, greco, lituano, polacco, portoghese, rumeno, slovacco, spagnolo, svedese, ungherese. Tuttavia, il raggruppamento ha causato massicce interruzioni dell’orario sia nella scuola primaria che in quella secondaria, per cui direttamente o indirettamente, alla fine, ha colpito l’intera comunità scolastica sia degli alunni/famiglie che degli insegnanti.

Perché la scuola è obbligata a fare questo cambiamento?

Come abbiamo scritto lo scorso autunno, secondo una decisione del Board of Governors (Documento 2019-04-D-13: Revisione delle decisioni del Consiglio superiore relative all’organizzazione degli studi e dei corsi nelle scuole europee), i corsi obbligatori come L1 dovrebbero avere un minimo di 7 studenti o dovrebbero essere raggruppati orizzontalmente con altri gruppi/classi in diverse sezioni linguistiche, o verticalmente con altre classi/gruppi consecutivi in una sezione linguistica, laddove gli orari e i vincoli pedagogici lo consentano. La scuola sta anche implementando una seconda regola per applicare il raggruppamento verticale anche ai corsi SWALS con più di 7 studenti. Questa regola prevede che vengano raggruppate due classi consecutive con un totale di 25 allievi o meno, oppure tre classi consecutive con un totale di 20 allievi o meno. In passato la scuola ha sempre richiesto deroghe per le classi SWALS con meno di 7 allievi, ma a partire dall’anno scorso tali richieste hanno cominciato ad essere respinte, poiché Bruxelles ha spinto per il raggruppamento verticale.

Perché l’Associazione dei genitori vede questo come un problema?

Le scuole europee sottolineano il diritto fondamentale all’istruzione nella lingua del bambino. Quindi, anche se i bambini di SWALS devono entrare a far parte di una delle 5 sezioni linguistiche, hanno diritto a un’istruzione completa nella loro lingua madre, con gli stessi standard elevati del loro paese d’origine.

Gli studenti di SWALS ricevono già una quantità ridotta di istruzione L1 (5 periodi di 30 minuti in P1 e P2 invece di 16 periodi di 30 minuti; 5 periodi di 45 minuti in P3, P4 e P5 invece di 9 periodi di 45 minuti), e raggruppando i bambini di diversi livelli, la loro istruzione di livello L1 sarà ulteriormente ridotta. Non è stata prodotta alcuna valutazione per studiare l’impatto educativo sul loro passaggio alla secondaria o sui risultati del Baccalaureato Europeo per gli SWALS considerando che L1 ha un peso del 30% negli esami finali.

Inoltre, eventuali cambiamenti destabilizzanti comprometteranno ulteriormente la continuità educativa dei bambini, già gravemente compromessa l’anno scorso con il blocco totale della nostra scuola per 4 mesi a causa del COVID-19. Il raggruppamento verticale L1 crea ancora più ambiguità in un ambiente già difficile.

Infine, AGSEV non è d’accordo con l’interpretazione che l’amministrazione scolastica e l’OSG stanno dando delle regole descritte nel 2019-04-D-13.

Quali azioni ha intrapreso l’Associazione dei genitori?

Nonostante gli sforzi continui e sistematici di AGSEV per prevenire l’introduzione di questa politica già dallo scorso anno scolastico (2019-2020), la nostra direzione scolastica ha informato la comunità dei genitori l’8 maggio 2020 che il raggruppamento verticale per le primarie di SWALS sarebbe entrato in vigore a partire da settembre 2020-2021.

L’AGSEV ha scritto una lettera con una forte motivazione al Presidente e ai Vicepresidenti del Parlamento Europeo, sperando che potessero contribuire ad annullare la raccomandazione del Segretario Generale. Nonostante il forte interesse del Vicepresidente del Parlamento europeo Dimitrios Papadimoulis per la nostra questione e le sue lettere di follow-up ai Commissari europei competenti che hanno portato alla loro attenzione la nostra questione, il raggruppamento verticale ha proceduto allo stesso modo.

Con quasi 280 alunni SWALS in tutta la scuola (materna/primaria+secondaria) che corrispondono al 22% della comunità scolastica, AGSEV vuole lanciare una campagna e invitare il maggior numero possibile di famiglie SWALS sia della materna/primaria che della secondaria nel tentativo di unire la nostra comunità.
